The Binnacle Training Third-Party Handbook is your essential operational guide for successfully delivering Vocational Education and Training (VET) services on our behalf. It transforms the legal obligations outlined in our Third-Party Agreement into clear, day-to-day procedures for your personnel.

As the Registered Training Organisation (RTO), Binnacle is responsible for monitoring and maintaining third-party compliance. This handbook ensures your organisation upholds the high standards of the VET Quality Framework by providing step-by-step instructions across the entire student journey.

Key areas covered in this handbook include onboarding and training program selection, marketing and recruitment, enrolment processes, training and assessment delivery, student support and welfare, compliance and administration.

This document is critical for all staff involved in the delivery of our VET programs. It ensures we work together seamlessly to provide students with high-quality, nationally recognised training.

Third-Party Agreement Summary

The new Binnacle Training Third-Party Agreement (TPA) is a streamlined five-year legal contract that sets the foundational compliance and commercial framework for our arrangement.

This new design allows your organisation to operate with greater confidence and less administrative burden:

  • Prerequisite for Delivery: The TPA must be formally agreed upon and signed prior to the Third Party delivering any VET services on Binnacle’s behalf. This is a mandatory requirement from the Compliance Requirements for RTOs.
  • Five-Year Term: The TPA is only required to be formally completed once every five years. This simplifies your administration and provides stability to the arrangement. (Please note: This longevity applies to the contract itself – your organisation does not need to deliver a new class every year to maintain the TPA).
  • Focus on Legal Clarity: This document is deliberately concise, focusing only on the high-level responsibilities for each party.
  • Due Diligence and Engagement Checks:
    • New Third Parties: All new organisations must complete a Statement of Engagement (available in the Third-Party Handbook) which allows Binnacle to perform the required regulatory due diligence checks prior to signing the TPA.
    • Annual Check-in: Existing Third Parties only need to provide their engagement details annually (form available in the Third-Party Handbook). This ensures we have current contact and delivery information without requiring a full contract renewal every year.

By separating the legal TPA from the operational Handbook, we’ve created a robust, organised and low-maintenance system for the Binnacle Third Party delivery model.
